In relation to the Site History Report for B4214:

1. What training is needed to carry out this task?

2. How many workforce are needed to carry out this function?

3. What speed the driver is doing in order to be able to observe all roads in detail?

4. The pothole in question has been identified in a picture from google maps date November 2022 (please find attached) and yet I cannot find it identified on the site history report as being defective?

Response

In relation to the Site History Report for B4214:

1. What training is needed to carry out this task?

All our Locality Stewards are trained Highways Inspectors and have undergone a Safety Inspection of Highways course delivered by an Institute of Highway Engineers approved trainer. All are listed on the Institute of Highway Engineers Highway Inspectors Register.

2. How many workforce are needed to carry out this function?

Driven inspections are undertaken by two Locality Stewards with one acting as a driver.

The details of how inspections are undertaken is set out within the Herefordshire Councils Highways Maintenance Plan and this can be viewed online at:

3. What speed the driver is doing in order to be able to observe all roads in detail?

All driven inspections will be conducted at approximately 20 mph where it is safe and appropriate to do so.

4. The pothole in question has been identified in a picture from google maps date November 2022 (please find attached) and yet I cannot find it identified on the site history report as being defective?

The image taken from Google Streetview was taken within November 2022, but no exact date within that month is available.

A Statutory Monthly Driven Inspection was undertaken on the 10/11/2022. At that time, the small pothole shown in the image was either not present or was not considered to have reached intervention level and therefore the highway was considered safe for traffic.

The next Statutory Monthly Driven Inspection was undertaken on the 09/12/2022. Whilst 5 defects were raised for repair on that inspection, the location shown in the photograph was not one of them. This is because the Locality Steward determined that the small pothole had not reached intervention level as set out within the Highways Maintenance Plan.

Following a report from a Member of Public (Enquiry 11128757) on the 04/01/2023, An Ad Hoc inspection was undertaken on the 05/01/2023. This resulted in a Category 1a defect (31318581) being raised and being repaired (job 41368162) the same day.
