I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to your Street Lighting Maintenance Contract. The details we require are:

Q1. What are the contractual performance KPI's for this contract?

Q2. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages

Q3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

Q4. Start date & duration of framework/contract?

Q5. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

Q6. Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

Q7. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

Q8. Who is the senior officer (outside of procurement) responsible for this contract?

Q1. Operational Performance Indicator - Street Lighting - Percentage of Street lighting Defects repaired within 5 days from the Time of Notification

Q2. The street lighting maintenance is part of the Public Realm Contract which is an end to end Management Contract awarded to Balfour Beatty Living Places in 2013 following all required contractual procedures. Therefore there is no specific framework specifically for the delivery of Street Lighting Maintenance.

Q4. The start date is August 2013 and the current end date is August 2024 (10 year contract awarded with up to 10 years extension (subject to performance). An extra 12 months extension was approved by the council in July 2018).

Q5. Please see the attached file: Annex 17 - Service Information Street Lighting: The Public Realm Contract requires that the Annex 17 is delivered within all statutory legislation and standards, and that it meets the requirements of the council's Highways Maintenance Plan.

Q6. Yes, the Public Realm Contract has a maximum extension of up to 10 years.

Q7. A 1 year extension was awarded in 2018 from 2023 to 2024. A further extension of the contract is currently under review by the council.
