As part of this research, I am gathering information about how active travel interventions are evaluated and measured in local areas. I have looked at the material available on your website and have not been able to find the information below. I would be very grateful if you could complete the following questions.

1. Name of local authority

2. Do you have an Active Travel Strategy? y/n

If yes, please can you provide a copy of this (or link to the document)

Answer: No. Herefordshire Council does not have a specific “Active Travel Strategy”, but a Local Cycling, Walking & Wheeling Strategy is currently in development that details the long-term ambitions to support opportunities for Walking, Wheeling & Cycling. These opportunities will include a combination of infrastructure and behavioural interventions, including dedicated cycle provision and road safety education. In accordance with Herefordshire Council’s internal governance processes, the Local Cycling, Walking & Wheeling Investment Strategy is anticipated to be shared to Cabinet in December 2025.

Answer: Herefordshire Council is currently transitioning from its previous Local Transport Plan (“LTP4”) to an updated plan (“LTP5”) that emphasises a pro-choice transport agenda, including improvements to active travel (Walking, Wheeling & Cycling). The LTP5 is scheduled to appear in November’s Cabinet session, where the specified objectives and associated metrics that will be used to observe adherence with the strategy, and inform an evidence-based decision process on a targeted investment strategy. Timescales will be established throughout the lifecycle of the document (2025 – 2041) and be reviewed on a bi-annual basis. Metrics will range from quantifiable factors, include measurements of usage by different category of road user, to quantitative including perceptions of personal security.

Answer: Yes - £58,000 was awarded by Active Travel England’s (ATE’s) Active Travel Fund tranche 4.

In addition to the Active Travel Fund tranche 4 funding, Herefordshire Council received £88,000 from ATE’s Emergency Active Travel fund.
