Are John Masefield High School due to receive section 106 funding for 5 other housing developments in Ledbury? If so, please could you supply details of the developments and how much will be received.

Please could you list all the housing developments in Ledbury since 2015, the amounts received, how the money has been allocated and the rationale and reasoning behind these decisions.

Please could you provide the final decisions behind the allocation of the funding received by Herefordshire Council from which Ceri Morgan initially promised John Masefield a new science block and the rationale for these decisions.

Please could you also explain the rationale behind awarding considerable funding (about £2million) from the same source to JKHS for a new science block before decisions were made about other schools.

There was no formal decision made by Ceri Morgan. Following further investigation, it was explained to the school that basic need funding could not be used to fund the science block because it would not be providing additional spaces for which the grant is intended. The proposal put forward by the school would in fact be replacement of the current mobiles, which is currently included as part of the schools overall capacity.

Please could you also explain the rationale behind awarding considerable funding (about £2million) from the same source to JKHS for a new science block before decisions were made about other schools.

Ensuring there are sufficient school places to meet demand is a statutory duty for the council. Every year the council is required to make a school capacity (SCAP) return to the Department of Education. Ross-On-Wye was seeing considerable growth and the council forecasted an immediate shortage of school places compared to other planning areas. In order to meet this demand, and fulfil the statutory duty, a decision was taken by cabinet to approve a new science block at JKHS which was funded from a combination of section 106 developer contributions (specifically for JKHS) and Basic Need grant.
