Please find below a freedom on Information request regarding the Local Authorities Funding Allocation for Domestic Abuse Duty received from central Government.

1. What metrics are used to measure outcomes/impact/success of those who have successfully received funding from your local authority domestic violence fund?

2. Which members of staff including positions are responsible for managing the domestic abuse fund? Please include a list of names of internal and external staff involved in the decision-making process

3. How many applications were submitted to your local authority for the domestic abuse duty fund?

Please release any additional information held on the allocation of domestic abuse funding to local agencies, any information on the decision-making process and what regular contact, support, and outcomes are measured.

Please find below a freedom on Information request regarding the Local Authorities Funding Allocation for Domestic Abuse Duty received from central Government.

1. What metrics are used to measure outcomes/impact/success of those who have successfully received funding from your local authority domestic violence fund?

Herefordshire Council do not have domestic abuse fund. The Council are awarded an annual grant from the Department of Levelling Up, Housing and Communities as a result of the new responsibilities given to them as a result of the Domestic Abuse Act 2021, this is often called 'new burdens' funding. The answers below link to our work in relation to this fund only.

A range of metrics are used depending upon the contract. The Council have to submit an annual data return to the Department of Levelling Up, Housing and Communities. This contains over 100 different measures / questions, so measures are taken from this document and used in contracts where applicable.

2. Which members of staff including positions are responsible for managing the domestic abuse fund? Please include a list of names of internal and external staff involved in the decision-making process

The Senior Commissioner and Senior Commissioning Manager within the Community Commissioning Team put together an options paper which is considered by internal colleagues, approved by senior managers and then considered by and approved the Council Cabinet Member for Health and Adult Wellbeing via a formal decision which is published on the Herefordshire Council website.

3. How many applications were submitted to your local authority for the domestic abuse duty fund?

The funding is not distributed via applications/grants process. It is spent on commissioned services that are designed to meet the needs of victims of domestic abuse as specified within the Domestic Abuse Act 2021.
