Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:
1) What are the contractual performance KPI's for this contract?
2) Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages.
3) Who is the current supplier?
4) Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date?
5) Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?
6) How is your fibre processed (baled or loose)?
7) Where is the end destination of the fibre?
8) What is your current collection method (dual stream, single source, kerbside sort or comingled)
9) What tonnage per year do you produce by fibre grade?
10) Start date & duration of framework/contract?
11) Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
12) Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
13) Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
14) Who is the senior officer (outside of procurement) responsible for this contract?
15) Are there any plans to change the existing service?

Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:
1) What are the contractual performance KPI's for this contract?
Answer: This information is not held. The Service Area have advised there is no KPI associated with paper and cardboard in the contract. However, they have advised the Recycling Target is 35.8% of contract waste.
2) Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages.
Answer: The Service Area have advised Herefordshire Council’s contract for waste disposal is with Severn Waste Services who are fully responsible for finding recycling markets for paper and carboard collecting by the authority. Herefordshire Council do not directly contract for the recycling of paper and cardboard themselves.
3) Who is the current supplier?
Answer: The Service Area have advised Severn Waste Services manage all the waste collected by Herefordshire Council.
4) Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date?
Answer: The Service Area have advised this contract is a PF1 which has been in place since 1988 and Severn Waste Services are wholly responsible for the management of all contract waste collected by the authority. As such we are unable to provide a specific spend relating to paper and cardboard recycling.
5) Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?

Answer: Baled
7) Where is the end destination of the fibre?
Answer: The Service Area have advised Severn Waste services use several different outlets for the recycling of paper and cardboard, and this information is publically available on the Waste Data Flow website and can be viewed via the following link:

As such we consider this information to be exempt under Section 21 of the Freedom of Information Act 2000 because it is reasonably accessible to you via other means. Please take this letter as a refusal notice under S17 of the Act.
8) What is your current collection method (dual stream, single source, kerbside sort or comingled)
Answer: The Service Area have advised our current collection methods are co-mingled, kerb-side collections and source segregated cardboard at Hereford Recycling Centres (HRCs).
9) What tonnage per year do you produce by fibre grade?
Answer: The Service Area have advised figures cannot be provided separately for mixed paper and cardboard. However, for 2024/25 the total tonnage for mixed paper and card was 8347.8 tonnes. Please see the Waste Data Flow website for further tonnage information.
10) Start date & duration of framework/contract?
Answer: The Service Area have advised the contract with Severn Waste Services commenced in December 1998 and the duration is up to 30 years.
11) Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?
Answer: The Service Area have advised this service contract was a PFI service contract and therefore not specific to paper and cardboard.
12) Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
Answer: Yes – 5 years.
13) Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
Answer: The Service Area have advised we are within the current extension period.
14) Who is the senior officer (outside of procurement) responsible for this contract?
Answer: Nicola Percival, Waste Services Manager.
15) Are there any plans to change the existing service?
Answer: Yes
