Road Inspection Report for Pothole in Jubilee Drive - how is criteria defined

Following receipt of the condition status reports for the pothole in Jubilee Drive:

Can you please advise how the following criteria are assessed?

1. Risk.

2. How are the terms very low, low, medium and high defined? Is it based on actual measurements and location? If so, what are the criteria?

3. Was the assessment described in job no. 41384924, dated 04/04/2023 the result of a Drive past or a static visual inspection?

4. Was the inspection on 18/04/2023, Job numbers 4138786 and 41387175 carried out as a result of the complaints dated 14th and 17th April?

Following receipt of the condition status reports for the pothole in Jubilee Drive:

Can you please advise how the following criteria are assessed?

1. Risk.

Risk is based on the risk matrix in the Herefordshire Council's Highway Maintenance Plan (HMP) which can be found on the Herefordshire Council website using the following link: Highway maintenance plan - Herefordshire Council, pages 31- 35 specifically.

Additionally, all locality stewards are trained and experienced in assessing risk on the highway having completed relevant qualifications in Highways/ NRSWA training and hold IHE membership (Institute of Highways Engineers).

2. How are the terms very low, low, medium and high defined? Is it based on actual measurements and location? If so, what are the criteria?

The Highways Maintenance Plan, as mentioned in Qu1, identifies the risk matrix and relevant criteria. There is not a specific size/ depth measurement; the stewards assess risk based on the road classification, location of the pothole, speed of traffic, together with their experience and training.

3. Was the assessment described in job no. 41384924, dated 04/04/2023 the result of a Drive past or a static visual inspection?

There is no mention of the type of inspection within the text of the Job, so this cannot be confirmed.

4. Was the inspection on 18/04/2023, Job numbers 4138786 and 41387175 carried out as a result of the complaints dated 14th and 17th April?

Again, there is no clear link between any complaints or enquiries mentioned within job description or text. These were both Cat 1a (24hr), so would have been high priority, but we are unable to determine if the one on the 17th April was the prompt for the job on the 18th April. The jobs were raised by the steward but we are unable to confirm if this was in direct relationship to the complaints raised on 14th and 17th April.
