Please can you tell me the number of households within your council who, at or around 1st January 2023:-

1. Are receiving Council Tax SMI Discount.

2. Are receiving Council Tax SMI Exemption On receipt of the appropriate application and having met the criteria of both receipt of a Qualifying Benefit and Certification by a Medical Practitioner stating when the person first had SMI,

Do you:- (A) Backdate to the date of receipt of both qualifying criteria ?

Or (B) Backdate to the date Certified by the Medical Practitioner ?

Do you:-

(A) Backdate to the date of receipt of both qualifying criteria?

Or (B) Backdate to the date Certified by the Medical Practitioner?

In answer to this question we would use whatever the latest date was for example if date certified by the medical practitioner is 01.07.2022 but the Qualifying Benefit is paid from 01.09.2022 we would backdate to 01.09.2022. If the Qualifying Benefit was in payment from 01.07.2022 but the date certified by the medical practitioner was 01.09.2022 we would backdate to 01.09.2022. The reason for this is we need to establish which date both of the criteria are met.
