Background:

Warwickshire County Council (WCC) have issued a press release on 26th November 2025 that Herefordshire County Council would be managing to rollout of the proposed 700 EV chargers in Warwickshire. There was no further detail provided and so I am requesting the following information of the project.

Requested Responses:

1) What are the criteria for selecting EV charger point contractor?

2) What is the timescale for tender process?

3) Is Herefordshire County Council deducting a management fee from the grant to cover their management costs?

4) Is Herefordshire County Council going to award one single contract or a number of contracts for the project?

5) When will the contract/s be awarded?

6) What is the criteria for determining which locations are chosen for installation of chargers?

7) Who makes the final decision on the location of chargers?

8) What is the timescale for the rollout of installations?

9) What is the procedure for conflict resolution when locals object to charger location?

10) What is the process for monitoring the rollout programme by Herefordshire County Council?

11) What is the process for reporting rollout progress to members of the Midlands Connect Consortium?

12) What is the procedure for providing regular financial reports on on the project?

13) What is the procedure for reporting rollout progress to the public?

14) Are all charge points going to be equipped for card payment?

15) Are facilities going to be available for users of chargers to request a receipt?

16) Who will be the Point of Contact within Herefordshire County Council for managing the rollout?

Answer: The information for questions 1-16 is not held. The Service Area have advised our contracts only relate to the delivery of charge points in Herefordshire.

 

Herefordshire Council is not responsible for the delivery of charge points for any other authority including Warwickshire Council and have not worked with Warwickshire Council on any procurement relating to EV charge points.
