These questions relate, specifically to council owned public car parks:

Do the council currently have any electric vehicle charging points installed throughout their public car parks?

If no, are the council looking at deploying electric vehicle charging points and if so what are the timescales involved?

If yes how many and what capacity i.e. 7kW, 22kW, 50kW etc. Please provide a breakdown per location.

Who is the manufacturer of the charge points installed?

When were the charge points installed?

When does the existing contract expire?

Are the council looking to increase the number of EV bays available at their public car parks and what will be the determining factor as to when this takes place?

15 charge points in 14 locations across Herefordshire.

12 are 7kw dual charge points (fast) in 11 locations. Each location has one dual charge point apart from the council's offices in Plough Lane which has 2 dual charge points.

Garrick multi-storey car park, Hereford HR4 9EU

Venns Close car park, Hereford HR1 2HA

St Martins Avenue, Hereford HR2 7RQ

Shire Hall Car Park, Hereford HR1 2PG

Herefordshire Council Plough Lane Offices, Hereford HR4 OLE

Herefordshire Archive & Records Centre, Hereford HR2 6BQ

St Katherine's car park, Ledbury HR8 1EA

Etnam Street car park, Leominster HR6 8AE

Mill Street car park, Kington HR5 3BH

Red Meadows car park, Ross-on-Wye, HR9 7DB (now owned by Ross Town Council)

Tenbury Road car park, Bromyard HR7 4LL (now owned by Bromyard & Winslow Town Council)

Who is the manufacturer of the charge points installed?

bpChargemaster PLC (fast chargers)

SWARCO eVolt (rapid chargers)

When were the charge points installed?

The fast chargers were originally installed in 2013 and then replaced between 2016-19. The rapid charge points were installed in 2020-21.

When does the existing contract expire?

Fast chargers - ongoing host agreement with either side required to give 3 months' notice to end the contract.

Rapid chargers - SWARCO own and manage the charge points on behalf of Highways England. SWARCO lease the space in the car parks for the installations

Are the council looking to increase the number of EV bays available at their public car parks and what will be the determining factor as to when this takes place?

Yes, we are currently preparing a tender document for a concession contract for the installation of more charge points and adjoining bays across the council's public car park network. If successful it will significantly increase the number of charge points available to the public.

There are charge points installed in the car park at the council's main offices in Plough Lane, Hereford and the Shirehall car park. These charge points are for the council's electric pool cars, staff and visitors.

If no, are the council looking at deploying electric vehicle charging points and if so what are the timescales involved?

N / A

If yes how many and what capacity i.e. 7kW, 22kW, 50kW etc. Please provide a breakdown per location.

2 dual 7kw charge points at Plough Lane offices (4 charge sockets), 1 dual 7kw charge point at Shirehall, Hereford (2 charge sockets).

Originally installed in 2013 then replaced in 2019.

When does the existing contract expire?

Ongoing with either side giving 3 months' notice to end the contract - on the same network as the council car park charge points.

Are the council looking to increase the number of EV bays installed available at their offices and depot facilities and what will be the determining factor as to when this takes place?

The council is currently developing an electric vehicle charge point strategy which will include consideration of the provision of additional charge points at council offices and depots. This strategy is currently in development and any recommendations will be actioned once it is completed and approved.

We are currently developing one.

Which departments within the council are responsible for the deployment of electric vehicle charging infrastructure, if more than one please list them.

The strategy is being co-ordinated by the Sustainability & Climate Change team but includes input from colleagues across the council, in particular Property Services, Parking Services and Transport & Access services.

Who are the primary contacts within each department, name and job title is sufficient.

The primary contact within the council for the evolving electric vehicle strategy and work on current network and concessions is Ben Boswell, Head of Environment & Waste.
