Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:

• What are the contractual performance KPI's for this contract?

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages

• Who is the current supplier?

• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

• Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?

• How is your fibre processed (baled or loose)?

• Where is the end destination of the fibre?

• What is your current collection method (dual stream, single source, kerbside sort or comingled)

• What tonnage per year do you produce by fibre grade?

• Start date & duration of framework/contract?

• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

• Who is the senior officer (outside of procurement) responsible for this contract?

• Are there any plans to change the existing service?

Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:

• What are the contractual performance KPI's for this contract?

A) There are no KPIs as there is no contract specifically for paper and cardboard.

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages

A) As there was no tender process specifically for a paper and cardboard contract there is no list of potential suppliers.

• Who is the current supplier?

A) Severn Waste Services is the current supplier for Herefordshire and Worcestershire's joint waste disposal contract, however there is no specific contract for paper and cardboard.

• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

A) As there is not a specific contract for paper and cardboard there is no recorded spend.

• Are there any processing facilities or MRFs utilised within the contract if so what are the names and addresses?

A) Herefordshire and Worcestershire have a MRF that is currently operated by Severn Waste Services under our joint waste disposal contract:

• How is your fibre processed (baled or loose)?

A) Paper and cardboard leaves the MRF baled.

• Where is the end destination of the fibre?

A) There are various end destinations depending on markets. Our disposal contractor is responsible for all material processed through the MRF.

• What is your current collection method (dual stream, single source, kerbside sort or comingled)

A) Herefordshire Council operates a commingled collection service for recycling.

• What tonnage per year do you produce by fibre grade?

A) These figures would vary by year.

• Start date & duration of framework/contract?

A) There is no start date or duration as we do not have a contract specifically for paper and cardboard. The current waste disposal contract runs until January 2029.

• Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

A) It was not advertised as there was not a separate contract for paper and cardboard procured by the Council.

• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

A) As there is no separate paper and cardboard contract there is no extension clause.

• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

A) Please see the point above.

• Who is the senior officer (outside of procurement) responsible for this contract?

A) Nicola Percival - Waste Services Manager.

• Are there any plans to change the existing service?

A) Our Waste Collection model has the potential to change to a twin stream household recycling collection, with a paper and cardboard bin provided, but we are currently awaiting clarity from central government before making any decisions.

Please note; as it has not been specified whether this request refers to waste collection or disposal we have taken it to be disposal as this seems to be what most points cover - except for point 8 which is a direct question regarding collection.
