Spend on the planning, design and implementation of East and West bypasses

Request

To the nearest million pounds, how much has been spent on the planning, design and implementation of East and West bypasses in Hereford since 2000? Information required can be an estimated and can include meetings, purchase of land and property and any other bypass related costs.

Response

The following table extracted from the council decision report dated 2 February (HEREFORD TRANSPORT STRATEGY.pdf) summarises total spend on the western bypass projects (SWTP & HTP) and totals £17,764 to the point the road schemes were cancelled. It should be noted that this includes cost of purchasing properties which are now retained assets and also includes allowance for some final outstanding costs. Table 2 is extracted and below:

* Retained assets to a value of £821k are costs of purchasing properties. These do not need to be decapitalised as they will remain as an asset to the council.

Consideration of the east bypass has formed part of the Core Strategy policy development and more recently the Hereford Transport Strategy Review project. Assessment of the eastern bypass has formed part of these studies and as such cannot be reported separately from the overall study commission costs.
