High risk public equine events

I am currently working on a project regarding high risk public equine events. Using the Freedom of Information legislation, I would be very grateful if you could provide the following information, preferably in digital format to reduce time, effort and costs incurred.

1. Did the organisers complete an events application for 2023 hunt parade in Bromyard?

2. Did a competent person complete a full risk assessment?

3. Did the event organiser obtain legal permission to close any roads?

4. If permission was granted to close roads can you please advise which legislation was used? (e.g. Town Police Clauses Act 1847, Section 16 of The Road Traffic Regulation Act (as ammended by the RTRA (Special Events) Act 1994, or other legislation?

5. Did the event organiser apply for a street collection licence, and if so, was it granted?

6. Did the event organiser use council equipment to close any roads? If yes, did they have correct permission, and who paid/is due to pay.

7. Who cleaned up after the event, and who is responsible for costs incurred?

8. If the hunt were granted exemptions to the normal public events requirements, please advise what exemptions were given and on what grounds?

Response

Using the Freedom of Information legislation, I would be very grateful if you could provide the following information, preferably in digital format to reduce time, effort and costs incurred.

1. Did the organisers complete an events application for 2023 hunt parade in Bromyard?

A: There was no event application per se, the application was for a road closure.

2. Did a competent person complete a full risk assessment?

A: There was no risk assessment submitted.

3. Did the event organiser obtain legal permission to close any roads?

A: The event organiser did obtain legal permission to close 'The Square' in Bromyard

4. If permission was granted to close roads can you please advise which legislation was used? (e.g. Town Police Clauses Act 1847, Section 16 of The Road Traffic Regulation Act (as ammended by the RTRA (Special Events) Act 1994, or other legislation?

A: The road in question was closed under s21 the Town Police Clauses Act 1847.

5. Did the event organiser apply for a street collection licence, and if so, was it granted?

A: No application was received for a street collection license

6. Did the event organiser use council equipment to close any roads? If yes, did they have correct permission, and who paid/is due to pay.

A: Council equipment was not used to close the road in question.

7. Who cleaned up after the event, and who is responsible for costs incurred?

A: The event organisers are responsible for the clean up after the event.

8. If the hunt were granted exemptions to the normal public events requirements, please advise what exemptions were given and on what grounds?

A: No exemptions were granted to that of normal public events.
