August 2011 Expenditure over £500 CSV and Payments to eCare Solutions
Case reference FOI2026/00256
Received 30 January 2026
Published 10 February 2026
Request
Under the Freedom of Information Act 2000, I am requesting the following information: A copy of the council's expenditure over £500 transparency report (CSV file or equivalent) for the period August 2011.
The file was historically published under a name similar to: over_500_spend_08_2011v03-48370-2.csv over_500_spend_08_2011.csv over_500_spend_08_201103-48370.csv (or any close variant matching the August 2011 monthly spend-over-£500 dataset).
If the full CSV file is no longer available or easily extractable, please provide a summary or extracted details of all payments/transactions made to the supplier eCare Solutions (or eCare Solutions Ltd) during August 2011.
From available references, there were approximately 15 separate payments to this supplier in that month, categorized under Children's & Education Services (and possibly Adult Social Care), described as repeated/operational spending (e.g., likely related to an active system or service for looked-after children, virtual school, or electronic care/education planning—not a one-off miscellaneous purchase).
Please include, where available:
Dates of each transaction Exact amounts paid
Service area/department codes or descriptions
Any notes, invoice references, or purpose descriptions (e.g., "Computer Related Costs", "LAC Personal Learning / Virtual School", or similar)
If parts of this information are already published elsewhere (e.g., on your website, data.gov.uk archives, or via other transparency publications), please direct me to the exact location or provide the relevant links/excerpts. I would prefer the information in electronic format (CSV, PDF, or text extract) if possible.
Thank you for your assistance. I look forward to your response within the statutory 20 working days.

A: After conducting searches of our current systems and records for information relating to eCare Solutions, I can confirm that Herefordshire Council does not hold any information relevant to your request. This is because the records you have requested relate to activity from 2011, and in line with the Council’s approved retention schedules, information of this age would no longer be held. Our retention policies require the routine disposal of financial, procurement, supplier verification, contract, and correspondence records after the applicable retention period has expired. As these periods have long since passed for records from 2011, the information requested has been lawfully deleted.
You refer to available references within your request, if you wish to provide these I can pass them to the service area to see if this assists with finding any information.
