Under the Freedom of Information Act 2000, I would be grateful if you could provide the following information:

A list of all council-owned land and buildings within your area currently:

(a) vacant

(b) declared potential surplus or surplus

(c) identified for disposal but not yet sold, including property type, approximate address/location, and current status.

(d) Have the properties and/or land identified been listed by an agent? If so, what agent?

(e) Contact details (name, direct phone number, and email address) for the person and team responsible for surplus/ disposal of council properties

(f) What is the timeline associated with the disposal of the property?

(g) Are there any grants or interest-free loans associated with the redevelopment of council surplus/potential surplus properties? If so, who is responsible for overseeing the grants and interest-free loans, and what are their contact details (name, direct phone number, and email address)?

Under the Freedom of Information Act 2000, I would be grateful if you could provide the following information:

A list of all council-owned land and buildings within your area currently:

 
(a) vacant

Answer: Some of this information is publically available on our council website and can be viewed via the following link:

https://www.herefordshire.gov.uk/business/commercial-premises-register/council-premises-to-let/

As such we consider this information to be exempt under Section 21 of the Freedom of Information Act 2000 because it is reasonably accessible to you via other means. Please take this letter as a refusal notice under S17 of the Act.

(b) declared potential surplus or surplus

Answer: The Service Area advised the CIPFA Code of Practice determines surplus assets as “assets that are not being used to supply goods and services and that do not meet the criteria of assets held for sale”.

As at 31/03/2025, the Council had the following surplus assets:

·       Bromyard Ashfields Highways Depot

·       Holme Lacy School

·       East Street Toilets Hereford

·       Union Street Toilets Hereford

·       Hereford Museum and Library

 
(c) identified for disposal but not yet sold, including property type, approximate address/location, and current status.

Answer: The Service Area have advised they had nothing classed as held for sale at year end, however they have identified 1 domestic property in Hereford and Land at Wilson House Car Park as potential disposals in 25/26.

 
(d) Have the properties and/or land identified been listed by an agent? If so, what agent?

Answer: The Service Area have advised all assets held for sale are placed with external agents on a case-by-case basis according to their quoted terms of business.

Answer: The Property Services Team are responsible for surplus/ disposal of council properties, and their email address is:

(f) What is the timeline associated with the disposal of the property?

Answer: The Service Area have advised there is no timeline associated with the disposal of the property as not all properties offered for sale will sell within the same period of time. Some properties might sell in weeks; others might take months or longer.

 
(g) Are there any grants or interest-free loans associated with the redevelopment of council surplus/potential surplus properties? If so, who is responsible for overseeing the grants and interest-free loans, and what are their contact details (name, direct phone number, and email address)?

Answer: The Service Area have advised they are unaware of any grants or interest loans for this type of project, at this time.
