1. Does the local authority have a local partnership with multiple agencies involved in the planning and delivery of harm reduction, treatment and recovery interventions for people affected by substance misuse, alcohol and drug misuse?

2. Does the local authority hold contracts with independent (i.e. private) or third sector (i.e. charity or voluntary based) providers for tier 2, tier 3, or tier 4 provisions of substance misuse services?

3. If yes to (2), who are the independent or third sector providers, what tier of services does it provide, and for which substance group(s)?

4. If yes to (2), what is the average contract length and how often do you re-commission services?

5. Does the local authority hold contracts for substance misuse provisions within the criminal justice system?

Response

1. Does the local authority have a local partnership with multiple agencies involved in the planning and delivery of harm reduction, treatment and recovery interventions for people affected by substance misuse, alcohol and drug misuse?

Yes, this is the local substance misuse group which feeds into the regional combatting drugs partnership for Herefordshire and Worcestershire. It also links to the Community Safety Partnership and Health and Wellbeing Board.

2. Does the local authority hold contracts with independent (i.e. private) or third sector (i.e. charity or voluntary based) providers for tier 2, tier 3, or tier 4 provisions of substance misuse services?

Yes.

3. If yes to (2), who are the independent or third sector providers, what tier of services does it provide, and for which substance group(s)?

Provider is Turning Point who provide an all ages integrated drug and alcohol recovery service for the population needs of Herefordshire; substance groups are: opiates; non-opiates; alcohol; alcohol & non-opiates.

4. If yes to (2), what is the average contract length and how often do you re-commission services?

Length of current contract is five years with the option of extending for up to another two years. The recommissioning of the service would generally start around 12-15 months prior to the contract end.

5. Does the local authority hold contracts for substance misuse provisions within the criminal justice system?

Not currently, this is part of the current contract with our substance misuse service.

6. If yes to (5) does the local authority commission substance misuse provisions in prisons?

No.

7. If yes to (6), who are the independent or third sector providers, what tier of services does it provide for which substance group(s) and in which prison(s)?

8. If yes to (1), what is the total annual spend on the local partnership?

Existing resources within the public health team manage the co-ordination and administration of the local combatting drugs partnership group, this Includes a public health consultant. Therefore we are unable to break down time/costs as the annual spend is covered under existing resources and we cannot separate out the time/costs from the times/costs spent on other work.

9. If yes to (2), what is the contract value (in £) with the independent or third sector provider?

£1,560,757 per annum; £7,803,785 over 5 years. If the two-year option to extend is used, total contract value would be £10,925,299.

10. Please provide the contact details of the department or commissioners leading on the commissioning of your substance misuse services.
