Request
On your website I can only see PROW data via a map. Is this data available in a digital format for download? I would like to use the data in a route planning app (not for commercial use). This app is to aid more people to access the countryside in a safe manner especially those with disabilities, particularly the visually impaired.

I would like to use the data in a route planning app (not for commercial use). This app is to aid more people to access the countryside in a safe manner especially those with disabilities, particularly the visually impaired.
A: I can confirm that the PROW information you have requested is held by the council. The data is already accessible via our online interactive map, and we are unable to supply it in the requested downloadable GIS/digital form under FOI / EIR because it can only be shared with you in the format requested via certain data licensing agreements that cover its re-use.
However, we are able to provide the data to you outside of the EIR/FOI regime under the appropriate licence terms. If you wish to obtain the dataset for your non‑commercial route‑planning app, please contact the Public Rights of Way manager directly at PROW@herefordshire.gov.uk
He will be able to advise you on the licensing arrangements and provide the data in the required format.
As such we consider this information to be excepted under Regulation 6 of the Environmental Information Regulations 2004 because this is available to you via other means.
