Answer: Datasets detailing new NNDR registrations are published on Herefordshire Council's website.
The datasets are uploaded on a monthly basis and the dataset for the period requested will be added to the site shortly.
Therefore we consider your request to be exempt under Section 22 of the Freedom of Information Act 2000 on the grounds that the data is intended for future publication. This exemption is subject to the Public Interest Test, and accordingly I have weighed the reasons for and against the release of the information in the public interest as follows:
The public interest in disclosure:
The early provision of information regarding which companies may become liable for business rates during the defined period, information which may be useful to a variety of organisations.
The public interest in not disclosing the information:
Herefordshire Council is not refusing to disclose the information, but is following a defined course of action before the information is made public.
The datasets for new NNDR registrations are published on the council's website on a monthly basis, and capture the data for the preceding period.
The information on the latest period is being finalised and checked and is intended for future publication as per the timeframes indicated on the website.
Taking the above into consideration, I find the balance in favour of not disclosing the information until it is made public. Please take this letter as a refusal notice under S17 of the Act.
Please update your records to reflect that these types of dataset are publically available / due to be published soon, to avoid you the trouble of submitting FOI requests for it in the future and the council's time and costs in having to process these requests.
