Response

A: This information is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.

To ascertain the data requested officers would need to manually check paper files for this information. An initial search has shown that around 2,000 TROs would need to be checked for this information, each of which is between 1 and 100 pages long. Each one would need to be read thoroughly to identify for disabled parking information, and then checked for any exemptions in other places, e.g loading bays with disabled exemptions. It is estimated that it would take an average of 1.5 hour to check each file, including 30 minutes to evaluate the content.

This would at a conservative estimate take at least 3,000 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.

The Service Area have advised that they could share a spreadsheet of locations in which they have approved advisory-only disabled parking bays. They can also provide the number of disabled bays in each council car park but these would not have been subject to consultation rather, they would have been considered and incorporated as part of the design. Please let me know if this would be of interest.
