Response

RE: Tier 1 & 2 Oliver McGowan Mandatory Training.

The information I require is as follows:

Q1. Local training offer to Providers of supported living, domiciliary care, and Extra Care within your organisation in relation to mandatory training requirements

A)   The Service Area have advised there is no local training offer specific for these services in relation to mandatory training.  We regularly share information with all providers on training offers that are available such as those provided by Skills for Care.

Q2. Do you provide or support providers to achieve mandatory training?

A)   The Service Area have advised we would support commissioned providers with a range of improvements that could include signposting to appropriate training providers for mandatory requirements i.e. Hoople for Moving & Handling training.

Q3. Your quality requirement relating to supporting adults with learning disability and autism?

A)   The Service Area have advised there isn’t a specific quality requirement for the category specified - the current Quality Assurance Framework is available on Herefordshire Council’s website via the following link:

Quality assurance strategy for commissioned care and support (adults) services - Council policies, strategies and procedures – Herefordshire Council

Q4. What learning disability training requirement do you have for staff supporting older adults in the community/extra care housing who may have some degree of learning disability but are not commissioned through learning disability commissioning?

A)   The Service Area have advised staff are provided with training on a range of topics. Training is provided for all frontline workers as an overall offer, irrespective of whom they are working with at a particular point in time, as the teams are locality - rather than specialty - based.  Examples of core training include Oliver McGowan training, safeguarding adults, Care Act assessing and support planning including carers, Care Act refreshers, mental capacity,  assessing risk, moving and handling,  modern slavery awareness, trauma informed listening.  Some topics such as safeguarding, mental capacity and Oliver McGowan are provided at different levels according to role responsibilities.
