I am writing to request information under the Environmental Information Regulations 2004 concerning the Heineken-owned employment land at Little Marcle Road, Ledbury, specifically the approximately 2.7 hectare (6.7 acre) brownfield site identified in the Ledbury Market Town Investment Plan.
For clarity, this request concerns information held from 1 January 2018 to the date of your search, including records created before or after publication of the Investment Plan, and relating specifically to the 2.7 hectare site shown or described in that plan, rather than unrelated Heineken land elsewhere in Ledbury. Where records concern the wider Heineken employment land, please provide them where they also assess, inform or relate to the 2.7 hectare site.
I am aware of the published Investment Proposal identifying a project cost of £6.8 million. I am seeking the underlying information and working documents rather than copies of the published Investment Plan.
Please provide any information held by Herefordshire Council relating to:
1. The £6.8 million project cost, including any cost plans, estimates, appraisals or breakdowns showing assumed expenditure on land acquisition, demolition, remediation, infrastructure, servicing, professional fees and development.
2. Any valuation or assessment of the acquisition or market value of the 2.7 hectare site and/or the wider Heineken employment land.
3. Any feasibility studies, outline or detailed business cases, development appraisals or viability assessments relating to the site.
4. Any environmental, contamination, ground-condition, remediation, asbestos or demolition reports, surveys or cost estimates relating to the site.
5. Any highways, access, drainage, utilities or infrastructure studies relating specifically to bringing the site forward for employment development.
6. Correspondence, meeting notes or reports between Herefordshire Council and Heineken UK, or their agents/advisers, concerning the potential disposal, acquisition, development or remediation of the 2.7 hectare brownfield site.
7. Any plans or assessments showing proposed development layouts, access arrangements, site boundaries or enabling works for the 2.7 hectare site.
Please search all relevant electronic and paper records, including emails and email attachments, including records held in individual officers’ mailboxes, shared drives, document-management systems, project folders, collaboration platforms and other electronic repositories, together with archived, off-site or otherwise inactive records. Please also search records held by relevant departments, officers, consultants, agents and advisers acting for or on behalf of Herefordshire Council.
Where documents contain commercially sensitive or otherwise exempt information, I would be grateful if you would provide the remainder of the document with only the relevant information redacted, rather than withholding the document in its entirety.

Answer: This information is not held by Herefordshire Council. The Market Town Investment Plans were developed with the respective Town Councils and local stakeholders to identify priorities and opportunities for development should funding become available in the future.
No further work has been commissioned on the site identified in the plan. Heineken marketed the site for private sale a number of years ago.
