I am looking to find out information about how the Schools Supplementary Grant was distributed to special, AP and Hospital schools.

Q1. We wondered if you could tell us how much of an increase your council was passing on to special, AP and hospital schools this financial year?

Q2. Could you also tell us what methodology you have used to decide how much to pass on?

Response

A1. Following consultation with Schools Forum, Herefordshire is increasing high needs tariffs A-C by 3% as these are mostly in use for pupils in mainstream schools and tariffs D-F are being increased by 6% as these are mostly in use in special schools and our PRU. Additionally £100 per place is being passed onto to special schools, PRUs and the hospital school to fund the 1.25% increase in National Insurance.

A2. The methodology used to determine the increase in high needs tariffs, is to provide double the inflation increase allocated to mainstream schools in the national funding formula which is approx. 3%. Tariffs for special school pupils have to be much higher because approximately 50% of a special school budget is determined by the DfE through the £10,000 per place element 1 funding which has been fixed since introduction in 2014.
