Whether the council has considered submitting a section 114 since 2021, and whether the council thinks it will submit one in the next three years (until financial year finishing 2027).

A) The Service Area have confirmed the Council has not issued a section 114 notice in the period from 2021 to date. The Local Government Act 2023 (Section 25) requires the Council's Chief Financial Officer to report the adequacy of financial reserves and the robustness of estimates used for the purpose of the budget calculation and this statement ensures that members have regard to the council's financial position and key strategic risks to its future resilience.

The Section 25 Statement presented to full Council on 9th February 2024 to inform approval of the 2024/25 budget, advised that the council has sufficient reserves and balances to fund any overspend in 2023/24 but that the significant savings proposals included in the 2024/25 budget will need to be delivered fully so as not to place the financial resilience of the council under pressure and increase the potential for a section 114 notice in the future.

This review is undertaken annually by the Council's Section 151 Officer to provide an opinion on financial resilience and the risk of section 114 notice.

We have no recorded information as to whether the Council thinks it will submit a section 114 notice in the next three years (until financial year finishing 2027).
