Implementing 20mph speed limit on restricted roads

One of the criteria in the Council Climate Change Action Scorecard <https://councilclimatescorecards.uk/> is a Local Authority's commitment to a 20mph speed limit on restricted roads. Local Authorities in Wales and in Scotland will soon be implementing 20mph as a national norm.
In order to assess progress towards 20mph in England, please provide answers to the following:
1. Do you have plans in place to make 20mph the norm or default speed limit for most restricted roads?
2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?
3. Are you committed to Vision Zero as part of your traffic/transport strategy?

The Council has allocated £1.2M in its budgets to allow for the development of a countywide 20mph policy and for the roll out of some limits in towns, villages and settlements.
2. Have you requested the UK Government to set 20mph as the default speed limit for restricted roads in England?
No.
3. Are you committed to Vision Zero as part of your traffic/transport strategy?
The council is aiming to be Net Zero as a part of its Transport Strategy.
