Under the Freedom of Information Act I would like to request the following information please:
1. The budget for residential treatment rehab/treatment (excluding detox) for drug and or alcohol use for the years 2022-2023, 2023-2024 and 2024-2025.
2. The actual spend for residential treatment rehab/treatment (excluding detox) for drug and or alcohol use for the years 2022-2023, 2023-2024.
3. Does the commissioner retain the control of the budget for Residential Rehab treatment, or do they pass this control to the community provider? I would be grateful if your response could be sent directly to me. Should any further clarity on the questions above be required please do not hesitate to contact me.
Response
1. The budget for residential treatment rehab/treatment (excluding detox) for drug and or alcohol use for the years 2022-2023, 2023-2024 and 2024-2025.
Answer: This was provided through Supplementary Substance Misuse Treatment and Recovery Grant (SSMTR) only during these timescales, the Rough Sleeping Drug Alcohol Treatment Grant (RSDATG) budget was for both In-patient Detox (IPD) and Residential Rehabilitation (RR), so the service provider is unable to break this down in terms of budget:

2. The actual spend for residential treatment rehab/treatment (excluding detox) for drug and or alcohol use for the years 2022-2023, 2023-2024.
Answer: The service provider claimed the full value for each year although, as agreed, this would have included placements that were due to start or be invoiced for in the following financial year due to availability of beds. There was underspend in the first year due to the model not being launched by the Office Health Improvement Disparities until Q1, this money was approved for re-spend within the budget.
3. Does the commissioner retain the control of the budget for Residential Rehab treatment, or do they pass this control to the community provider?
Answer: The commissioner passes control of the budget for Residential Rehab treatment to the service provider.
