Please can you provide the following information, in each category I am asking for:

1. numbers of individuals

2. total weekly cost

3. average weekly amount per person

Please can you provide information tor 0-25 year old's who have a learning disability, autism or both. Please break down to the following financial years:

1. how many people with a learning disability, autism or both (or their carers) receive Direct Payments from Herefordshire County Council for day services, carer breaks or to meet needs around community access and/or learning? how much is paid each week in total and what is the average weekly budget?

a) 0-6 year olds

b) 7 - 12 year olds

c) 13 - 17 year olds

d) 18 - 25 year olds

2. how many people with a learning disability, autism or both (or their carers) receive Direct Payments from Herefordshire County Council for support work? how much is paid each week in total and what is the average weekly budget?

a) 0-6 year olds

b) 7 - 12 year olds

c) 13 - 17 year olds

d) 18 - 25 year olds

For clarification for Support work I am referring to any part of a direct payment that is allocated to a resident to use to purchase care from one or more persons. This may be a personal assistant or a care agency.

It is distinct from respite and day services which are usually place based.

3. How much is paid weekly to people with a learning disability, autism or both (or their carers) under short breaks scheme, to how many people and what is the average weekly payment. Broken down to the following groups?

a) 0-6 year olds

b) 7 - 12 year olds

c) 13 - 17 year olds

d) 18 - 25 year olds

4) What is the total budget for 0 - 25 year olds with a learning disability, autism or both in social care and education for:

a) day opportunities

b) respite (if possible broken down to overnight and day)

c) support work

5) How much have Herefordshire county council spent or forecast to be spent in contracted budgets and how much allocated to spend on Direct Payments for 0 -25 year old's with a learning disability, autism or both for the following?

a) day opportunities

Regarding questions 1, 2 and 3 the data for children aged 0 - 17 year olds is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.

Our electronic reporting systems are unable to run a report for this information. To ascertain the data requested broken down in the way specified officers would need to manually check the case files of children within that age range that have a learning disability, autism or both and read all of the case notes, to ascertain whether they are in receipt of the specified services and if so, how much is paid each week in total and the average weekly budget. Once all files had been checked in this way, the totals requested could be calculated.

An initial search has shown that the case files of 200 children would need to be checked for this information, and it is estimated that it would take approximately 20 minutes to check each file.

This would at a conservative estimate take at least 66 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act for this part of your request.

Within the Appropriate Limit we would be able to provide the responses for all questions relating to 18 - 25 year olds and to Questions 4 and 5 for the 0 - 17 year old age brackets. Please let us know if you would like to be provided with that information.
