I would like to gain an understanding of the occupancy levels of the Leominster town centre car parks. Ideally this would be a survey of the number of cars in each car park on an hourly basis on a weekday, a Saturday and a Sunday.
If you don't have this, the next best thing would be to understand how many tickets are sold for each car park by time category in each day, for instance how many 1 hour tickets, 2 hours etc. etc. for each day of the week. Then ideally a mechanism to consider seasonality, for instance how does total revenue for each car park fluctuate by month of the year. The last 12 months would be ideal.
I believe the town centre car parks are Dishley Street, Broad Street, Etnam Street, and Central Car Park. Please can I have thee ones please, and any that I have missed in the town centre.

A: This information is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.
Our electronic reporting systems are unable to run a report for this information. To ascertain the data requested officers would need to manually check each carpark for this information. The team have undertaken a dip test of 1 car park for 1 month which took 30 minutes. Therefore to do 12 months for 1 carpark it would take roughly 6 hours. To carry this out for all 4 town centre carparks would then times this time by 4.
This would at a conservative estimate take at least 24 hours to complete the request. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.
