PREFERRED FORMAT CSV or Microsoft Excel (.xlsx) would be ideal, but I am genuinely happy with any machine-readable format your team finds convenient to produce — I can work with most things.
A NOTE ON ONLINE PORTALS I am aware that some authorities publish licensing information via searchable online portals, and I think that is great. However, I am specifically requesting a bulk structured export of the complete dataset, which is something a search portal does not provide — it gives access to individual records rather than the register as a whole. The information I am asking for is not therefore reasonably accessible by other means, and I do not believe Section 21 of the Act applies to this request. Should you have such an online portal a supplementary link would be appreciated.
REGARDING SCOPE AND COST I would ideally like the full 5 years of application history for item 3, as this gives the most complete picture. If that scope would exceed the appropriate cost limit under Section 12, please let me know before issuing a refusal — I would be very happy to reduce the timeframe, narrow the scope, or split the request into parts to bring it within the limit. I would also welcome any advice under Section 16 on the best way to do so. Please acknowledge receipt of this request and confirm your expected response date. Under Section 10 of the Freedom of Information Act 2000, you are required to respond within 20 working days of receipt.

I am requesting the following information held under the Licensing Act 2003:

- Licensable activities authorised (e.g. sale of alcohol, regulated entertainment, late-night refreshment)

- Date licence was granted

As such we consider this information to be exempt under Section 21 of the Freedom of Information Act 2000 because it is reasonably accessible to you via other means. Please take this letter as a refusal notice under S17 of the Act.

A: The information requested in some of Q1 and all of Q3 is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.
Our electronic reporting systems are unable to run a report for this information. To ascertain the data requested officers would need to manually check every premises record and record the details for this information. An initial search has shown that 500 files would need to be checked for this information, and it is estimated that it would take 10 minutes to check each file.
This would at a conservative estimate take at least 83 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.
I can see that you have asked for all remaining information available within the limit and this has been provided.
