Request

I am requesting information regarding traffic flow patterns on Belmont Road (A465) in Hereford.

Specifically, please provide any recorded data, origin-destination (O-D) survey results, or transport modeling estimates from the last 5 years that show:

The percentage or volume of northbound traffic on Belmont Road that turns toward the Rotherwas Industrial Estate/Enterprise Zone;

The percentage or volume of northbound traffic on Belmont Road that continues onto the A49 or toward the City Centre.

If specific percentages are unavailable, please provide the most recent traffic count data for the A465/A49 (Asda) roundabout that indicates turning movements for vehicles arriving from the south."

I am requesting information regarding traffic flow patterns on Belmont Road (A465) in Hereford.

Answer: This information is not held. The Service Area have advised we do not have a position along Walnut Tree Avenue; therefore, any movements will have to be observed on the A49 Ross Road. However, the problem with this would be that the sensors do not note points of origin (where the vehicles have come from) and therefore it would be invalid to say the observed traffic originates from the A465 Belmont Road.

The percentage or volume of northbound traffic on Belmont Road that continues onto the A49 or toward the City Centre.

Answer: The Service Area have advised Herefordshire Council has a pro-active approach to monitoring traffic behaviours, including the deployment of permanent and temporary traffic count surveys positioned at identified locations throughout the county. In response to the enquiry regarding northbound traffic movements along the A465 Belmont Road, the traffic data over a five-year period has been collated from one of our permanent sensors situated at this location. Please see the attached FOI2026 00678 Response Spreadsheet for this information.

Due to a range of site constraints, including points of high confluence of vehicle movements (such as the ‘ASDA Interchange’), it is not possible to position sensors, therefore, this data only refers to northbound movements along the A465 Belmont Road.  It should be noted that due to the Covid-19 Pandemic and lockdowns, traffic levels were reduced below pre-2019 levels, only returning to the standard trend in 2024.

Please note, these sensors do not have the capability of monitoring turning movements – when required, Herefordshire Council engages third-party specialists to undertake dedicated vehicle turning surveys on our behalf.

If specific percentages are unavailable, please provide the most recent traffic count data for the A465/A49 (Asda) roundabout that indicates turning movements for vehicles arriving from the south."

Answer: This information is not held. The Service Area have advised we do not have any permanent sensors at this location; even if we did, it would be difficult to ascertain the points of origin (where the vehicles have come from) due to the high volume and confluence of roads.
