Under the Freedom of Information Act 2000, I would like to request the following information.

1. Do you currently provide or commission a floating support service*?

2. If yes, what was the budgetary allocation for each of the services in each financial year back to 2020-21

3. If yes, how many people were supported under each of the service(s) in each financial year back to 2020-21

4. If no, have you previously provided/ commissioned a floating support service and which year did you discontinue it (include details of multiple services if this applies)

a) Please state why the service(s) was discontinued

Answer: 2 that meet the below definitions.


b) And please briefly explain what support the service(s) offers

 

Answer: Connexus – Housing Related Floating Support Service


Provides housing-related support to people aged 16 and over who are homeless or at risk of homelessness in Herefordshire. The service helps people to sustain existing accommodation or secure settled housing through practical support, tenancy sustainment, budgeting, advocacy and access to wider services.

 

Stonewater – Domestic Abuse Safe Accommodation and Floating Support


Provides dispersed safe accommodation and floating support for people experiencing domestic abuse and their children. The service delivers practical and emotional support, safety planning, housing-related support and move-on assistance where needed to help victims remain safe and rebuild their lives.

 


2. If yes, what was the budgetary allocation for each of the services in each financial year back to 2020-21

 

Answer: The Connexus – Housing Related Floating Support Service contract started on 01/03/2024 costs are below for each financial year since the contract started:

 

• March 2024 = £12,258.00

• April 2024-March 2025 = £151,336.42

• April 2025-March 2026 = £151,336.42

• April 2026-March 2027 = £151.336.42

 

The Stonewater – Domestic Abuse Safe Accommodation and Floating Support contract started on 01.04.2024 the costs are below for each financial year since the contract started:

 

• April 2024-March 2025 = £141,224.00

• April 2025-March 2026 = £141,224.00

• April 2026-March 2027 = 145,743.17

 

The contract costs above relate to the combined provision of the Safe Accommodation and Floating Support elements of the service. The service is commissioned and managed under a single contract and separate contract values are not held for each element of the service.

 


3. If yes, how many people were supported under each of the service(s) in each financial year back to 2020-21

Answer: Connexus – Housing Related Floating Support Service

 

The figures below are taken from quarterly contract monitoring returns and represent recorded numbers of single people and families supported through the Housing Related Floating Support service. The Council does not hold a verified count of unique individuals supported. As the data is reported quarterly, an individual or family receiving support across more than one reporting period may be included more than once within the annual totals. In addition, the monitoring returns record the number of families supported but do not record the number of individuals within those families. It is therefore not possible to derive an accurate total number of unique people supported from the information held.

The Stonewater Domestic Abuse Safe Accommodation and Floating Support contract commenced in April 2024.

The Council does not hold a verified count of unique individuals supported. As quarterly monitoring data is collected an individual receiving support across multiple reporting periods may be represented more than once within the annual figures. It is therefore not possible to derive an accurate total number of unique people supported from the information held.
