Under the Freedom of Information Act 2000, I request the following recorded information held by your Trading Standards department for the period covering the three most recent complete financial years (2023/24, 2024/25) and the current year to date:
- Total Number of Complaints: The total number of consumer complaints received that relate to non-surgical cosmetic procedures including:
- dermal fillers - anti-wrinkle injections (botulinum toxin), broken down by year.
- Enforcement Actions: The total number of enforcement actions (e.g., warnings, seizures, or successful prosecutions) taken against practitioners or businesses related to the illegal use, sale, or supply of unlicensed cosmetic products, including botulinum toxin and/or dermal fillers.
- Seized Products: If possible, please provide a description of the illegal/unlicensed cosmetic products seized (e.g., "unlicensed dermal filler," "counterfeit botulinum toxin")

- Total Number of Complaints: The total number of consumer complaints received that relate to non-surgical cosmetic procedures including:
- dermal fillers
- anti-wrinkle injections (botulinum toxin), broken down by year.
A: 2023 - 2024: None
2024 - 2025: One
2025 – To 15/12/2025: Two
Please Note: Complaints that related to the completion/refund of services, rather than the non-surgical cosmetic procedure itself, were deemed not to be in scope and are excluded from the above figures. Complaints that did not relate specifically to non-surgical cosmetic procedures (i.e. related to sale/purchase of cosmetic items/products) are excluded from the above figures.
- Enforcement Actions: The total number of enforcement actions (e.g., warnings, seizures, or successful prosecutions) taken against practitioners or businesses related to the illegal use, sale, or supply of unlicensed cosmetic products, including botulinum toxin and/or dermal fillers.
A: Two records/outcomes:
Trader compliant following advice. No further action.
Complaint recorded for intelligence purposes.
Please Note: Only records that indicated the cosmetic product was illegal or unlicensed are included i.e. general complaints for non-delivery of cosmetic products are excluded. Only enforcement actions relating to illegal or unlicensed cosmetic products (i.e. not procedures) are included. Certain records related to traders out of county or online therefore would be unlikely to receive enforcement actions from Herefordshire Council Trading Standards.
- Seized Products: If possible, please provide a description of the illegal/unlicensed cosmetic products seized (e.g., "unlicensed dermal filler," "counterfeit botulinum toxin")
A: No illegal/unlicensed cosmetic products were seized by Herefordshire Council Trading Standards during the specified time period.
