Under the Freedom of Information Act 2000, please provide information about applications to place builders' skips on the public highway under Section 139 of the Highways Act 1980.
For each of the financial years 2021/22, 2022/23, 2023/24, 2024/25 and 2025/26, please provide:
1. The number of initial skip licence or permit applications received.
2. The number of initial applications granted, meaning a licence or permit was issued.
3. The number of initial applications refused.
4. The reason(s) why these applications were refused (if held)
5. The number given another outcome, such as withdrawn, cancelled, invalid or incomplete. Where readily available, please divide these figures by the outcome categories recorded on your system.
Please exclude licence extensions and renewals, skips placed entirely on private land, scaffolding licences and other highways permits.
Please count each application once. If your system uses different outcome categories, please provide the figures under the categories you use and briefly explain their meaning.
