Council Tax and the consolidated fund

In the United Kingdom, council tax is a local tax collected by local authorities to fund local services.

Does it go directly to a central government consolidation fund?

Is a percentage returned to the council to be used to finance services such as rubbish collection, street cleaning, education, and social services?

If so what is the percentage returned to the council from government?

Response

In response to the above questions, we can confirm that all of the council tax collected in terms of the Herefordshire Council charge goes to fund the Council's Budget only. We do not pay this over to 'The Consolidated Fund'. Part of the total council tax charge is collected on behalf of the Police Authority, Fire Authority and Parishes, and this is paid over directly to their bank accounts as part of their annual precept arrangements.
