At Goodrich on the B4229, there are three trenches which cross the road immediately alongside the school. Grid reference 51degrees 52'09,92" N and 2degrees 37'09.98" W

Please explain who dug these trenches and what has been done to enforce proper reinstatement of them under the provisions of the New Roads and Streetworks Act.

A)   The Service Area have advised that Balfour Beatty Living Places (BBLP) have gone back through all the records held from 2013.  There was only one job that involved an excavation, and this was by BT in March 2016 to install a new cabinet, where the only excavation reported was in the verge being 1.7m long. The location was at E/N 357447/219175, USRN 2321978/ B4229 at the junction with the C1260.There were no excavations in the carriageway.   

There are no other records of works at this location that involved an excavation in the carriageway.  It would indicate therefore that these trenches were either dug without a licence (which would be extremely rare) or they were dug before 2013, which would put them well outside the guarantee period for the reinstatement.

As for rectifying these, any defects as identified in the Herefordshire Council’s Highways Maintenance Plan would come under the normal highway maintenance inspection regime. We are not aware of any planned works by BBLP or Herefordshire Council for this section of road at this time.
