Please provide the following:
1) When was the Hoople contract awarded?
Answer: The Service Area have advised the Council is a shareholder in Hoople Limited along with two other public sector shareholders – Wye Valley NHS Trust and Lincolnshire County Council. Hoople Ltd was established in April 2011.
Hoople is a company that currently benefits from the exemption under Regulation 12 of the Public Contracts Regulations 2015 (“PCR”). This exemption allows the Council to commission services from Hoople without the need to comply with other provisions of the PCR regulations which would entail the triggering of extensive procurement requirements.
The council’s contract with Hoople takes the form of a shared services agreement supported by annually agreed service level agreements.
2) How long is the contract for?
Answer: The Service Area have advised the current Service Agreement commenced on 12 January 2023. The Initial Term is for 5 years until 11 January 2028. The Council may extend the Term for a period or periods of up to 5 years beyond the Initial Term.
3) When will a new RFQ/tender be released?
Answer: N/A
4) What is the value of the contract?
Answer: The Service Area have advised the contract value for 2024/25 financial year for services covered by the service level agreement is circa £11,6m. Estimated contract value for the 5 year contract is circa £58m but the value is subject to an annual review of work packages.
5) How many responses were received following the release of the RFQ/Tender document for the current contract?
Answer: N/A
6) What were the reasons why Hoople were awarded the contract over other submissions?
