Number of new born babies within 10 days of date of birth and children under 1 year old taken into care by Herefordshire Council (I believe this would be CP and Court Team).
Question 1: (a) How many new born babies within 10 days of date of birth were taken into care by Herefordshire Council in the calendar year 2020 (or 12 month statistical period).
(b) How many (not new born babies - 10 days) children under 1 year old were taken into care by Herefordshire Council in the calendar year 2020 (or 12 month statistical period).
Question 2: (a) How many new born babies within 10 days of date of birth were taken into care by Herefordshire Council in the calendar year 2021 (or 12 month statistical period).
(b) How many children under 1 year old were taken into care by Herefordshire Council in the calendar year 2021 (or 12 month statistical period).

A: The above information is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.
There is no central record or report that can be run that shows the age of a child when an application is issued. As a result, the collation of this information would be a manual trawl of all cases that the Local Authority has issued since the date of information requested. The Local Authority issues on average 50 care cases per year, which would require checking each case individually for the date issued and then the age of the child as compares to the Date of Birth when we issued the application.
This would at a conservative estimate take at least 62.5 hours to complete this entire request. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.
The Service Area have advised that they could provide one year worth of data (so one of the questions from those listed above) – please let me know if you wish for this, and if so which year you would require.
