I am seeking information under the Environmental Information Regulations 2004 concerning environmental monitoring at the former Strangford landfill site near Llangarron/Sellack.
Please provide the environmental monitoring data held by the Council for Strangford Closed Landfill Site, from the earliest date for which records are available to the present, covering:
• landfill leachate;
• groundwater; and
• surface water.
For each monitoring result, where held, I would be grateful for:
• sampling point/site identifier and description;
• grid reference or coordinates;
• sample date;
• determinand/parameter;
• analytical result;
• units; and
• any qualifier, detection limit or reporting limit.
Please also include any groundwater-level or leachate-level measurements recorded as part of the monitoring programme.
I would prefer the data in its existing electronic format (for example CSV or Excel) rather than as PDFs, where this is readily available.
I would also be grateful for a list or plan identifying the monitoring points at the site, including leachate wells, groundwater boreholes and surface-water sampling points, with their identifiers and locations.
I am interested primarily in the monitoring data and sampling-point information, rather than general correspondence, invoices or procurement records.
If providing the complete historic analytical dataset would be disproportionately burdensome, please provide in the first instance a list of the monitoring points, their locations, the periods for which each was monitored, and the determinands analysed. This would allow me to narrow any subsequent request to the most relevant data.

Answer: The Service Area have advised, due to the large scale of monitoring data this division holds we have replied to the latter part of the enquiry that has asked:
“If providing the complete historic analytical dataset would be disproportionately burdensome, please provide in the first instance a list of the monitoring points, their locations, the periods for which each was monitored, and the determinants analysed. This would allow me to narrow any subsequent request to the most relevant data.”
Please find attached a plan of the monitoring locations at Strangford Closed landfill site.
• Landfill gas monitoring has been undertaken at the landfill leachate wells on a monthly basis* since 1998 until the present day.
• Water sampling analysis has been carried out at the Surface Water, Landfill Leachate Wells and Groundwater Boreholes on a quarterly basis* since 1998 until the present day.
*Some occasions when monitoring/sampling could not be undertaken due to circumstances (weather/illness/covid/etc.)
The Surface Water locations, which are not labelled on the plan, are taken from the pond (SW01) north of the plan (indicated in blue) and the stream (SW02) (in blue) that features at the south of the plan.
