Since the 1st of august 2022:
1) The number of new and renewed taxi (Hackney Carriage) driver licenses you have granted.
2) The number of new and renewed Private Hire Vehicle (PHV) driver licenses you have granted.
3) The number of taxi licences granted to drivers with criminal convictions.
4) The number of PHV licenses granted to drivers with criminal convictions.
5) In the cases of those with convictions in relation to Question 3 and Question 4:
i. The nature and date of conviction.
ii. Whether said driver’s conviction was known at the time of the licence being approved.
iii. In each case, the current licence status of the driver.
6) The criteria/policy that is applied when deciding on an application from a driver with a current/spent conviction.
7) How many times have you checked the national database on driver revocations/refusals?
8) How many have had licenses removed due to that?

This information is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.
Our electronic reporting systems are unable to run a report for this information. To ascertain the data requested officers would need to manually check records for this information. As DBS’s are valid for 3 years we would have to search all DBS received between 1st August 2019 and 1st August 2024. This would probably involve looking at over 400 records. The Service Area estimate that would take between 5 and 10 minutes a record. If there is a positive DBS we would then have to look at outcome of any hearing.
This would at a conservative estimate take at least 33 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.
