5. For the period 1st April 2024 to 31st March 2025, please provide the number of individual residents, where their contracts for the provision of LD services for both residential care or supported living were either terminated by the care provider, handed back by the care provider, or were renegotiated due to the threat or notice of termination/handing back was made by the care provider. You should provide the number of residents this applies to and the number of care providers.
6. Please provide a copy of your 2025 to 2026 fee uplift letter that was sent to care providers. If you have not yet reported your fee uplift, please outline the Council’s timeline for publication, including any internal dates where decisions related to the offer will be made.
Response
A: The information requested in question 5 is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.
Our electronic reporting systems are unable to run a report for this information. When packages are handed back, it is the replacement package that is uploaded on the system. To ascertain the data requested officers would need to manually check care files for this information.
An initial search has shown that 288 care records would need to be checked for this information, and it is estimated that it would take 8 minutes to check each file.
This would at a conservative estimate take at least 38.4 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.
The Service Area has advised that they could answer all other questions apart from Q1. Data given for Q1 would be lowest/highest rate, as actual finance data for this period is not available. Therefore mean/median amount is not possible to determine. Please let me know if you would like the remaining information and I can provide this.
