A: I would ask that is it possible within the freedom of information act for the total of all suspended NDP's be listed and sent to my self as a member of the Ashperton NDP, if this is not possible please could you inform me of the reason or reasons why. Are we to assume that all other NDPs that are at this time suspended where subject to the same lack of inclusion of those clauses and information mention in your E mail
A: Ashperton is one of three Neighbourhood plans in addition to Stretton Grandison and Bredenbury and District Group that were affected directly because of the nutrient neutrality issue timing. This is mainly because they had reached an advanced stage of preparation by the time the advice to include policy wording for nutrient neutrality had been issued. It was considered that they would be unable to meet the requirements of the Basic Conditions and therefore unfortunately were unable to move to adoption. There would be a requirement to restart the plan making process with a Regulation 14 consultation.
No other plans have been suspended but the advice going forward to others starting out to progress with NDPs is to pause until there is a clearer steer regarding the Local Plan and how it apportions the overall housing target of 27,260. However, if parishes do want to progress then they will need to work under the requirements of the new National Planning Policy Framework (NPPF) and the latest housing need figure the county has been apportioned from the Ministry of Housing, Communities & Local Government.
