Request
I am writing to request information under the Freedom of Information Act 2000 regarding the council’s approach to fire extinguisher provision and servicing across its estate and housing portfolio.
Please could you provide the following:
1. Does the council currently have a formal contract in place for fire extinguisher provision across:
a) its housing stock (temporary, emergency, social housing); and
b) its corporate estate (e.g. offices, schools, libraries, leisure centres)?
2. Does the council currently have a formal contract in place for fire extinguisher servicing across:
a) its housing stock (temporary, emergency, social housing); and
b) its corporate estate (e.g. offices, schools, libraries, leisure centres)?
3. If a contract is in place:
a) What is the name of the supplier or suppliers appointed to deliver each service/product?
b) What is the scope of the contract? (e.g. number of units, types of product, class of product) What is the contract duration, including start and end dates and any extension options?
c) What is the pricing structure — including the current rate per door inspection?
d) Was this contract awarded via a framework or dynamic purchasing system? If so, which one?
4. If no contract is in place:
Are there any plans to tender for provision or servicing within the next 12 Months, 24 months, 36 months?

Answer: The Service Area have advised the following:
· Permanent social housing stock: No.
All permanent social housing stock in the county is owned and managed by Registered Providers (housing associations) who will have their own contracts regarding the fire safety of their properties.
· Emergency housing: No.
All emergency housing that is provided under S188 of the Housing Act 1996 (emergency accommodation for homeless households pending a decision on their case) is owned and managed by third parties. The Council places homeless households with these providers. This accommodation includes hotels, B&Bs, hostels.
· Temporary housing: Mixed.
Temporary housing that is provided under S193 of the Housing Act 1996 (where the council has accepted a duty to provide temporary accommodation to a household until the applicant’s homelessness comes to an end of the S193 duty ends for another reason) is primarily self-contained accommodation and is provided by the council or a number of third parties.
o Where the accommodation is provided by a third party the Council will place the applicant in the accommodation owned and managed by the third party. The third party will be responsible for contracts regarding fire safety in their properties.
o Where the accommodation is provided by the Council then all maintenance issues, including fire safety, are included in the contract the council has, to maintain temporary accommodation properties.
