Response

Q1. Please send some example (i) schedules of rates and (ii) frameworks that include traffic management / temporary traffic light products / services.

A. How long are these frameworks set for?

B. How frequently are schedules of rates for these products / services updated?

Please refer to information that is available on the Chartered Institution of Highways and Transportation (CIHT) website. Please find below a direct link:

https://view.officeapps.live.com/op/view.aspx?src=https%3A%2F%2Fukrlg.ciht.org.uk%2Fmedia%2F11872%2Fprice-list-new-july-2015.xlsx&wdOrigin=BROWSELINK

This shows an industry standard price list. Please see 'series 150'. This sets out how highway maintenance contracts price up traffic management, including traffic lights.

These frameworks are typically set for one to three years. Most price lists are subject to annual inflation increases.

Q2. What are the criteria that councils use to evaluate traffic management providers against their frameworks? (e.g. quality - what comprises this? Environmental / H&S considerations?)

The Service Area have advised that this is predominantly price driven.

Q3. Which KPIs does the council use to keep track of these objectives? (e.g. how is quality / price measured and compared?)

Traffic management companies support the delivery of reactive highway maintenance, therefore the key objective is to ensure resources are deployed within required timescales.
