Request

Under the Freedom of Information Act 2000, I would like to request details of all Hackney Carriage and Private Hire vehicles that were licensed with Herefordshire Council during the period 1 January 2025 to 1 March 2025. Specifically, I am seeking the following information for each vehicle:

* Make

* Model

* Colour

* DVLA date of first registration (dd/mm/yyyy)

* MOT date (issue or expiry, if held) (dd/mm/yyyy)

* Licence issue date and/or expiry date (dd/mm/yyyy) If possible, I would be grateful if the information could be provided in CSV or spreadsheet format.

Response

Under the Freedom of Information Act 2000, I would like to request details of all Hackney Carriage and Private Hire vehicles that were licensed with Herefordshire Council during the period 1 January 2025 to 1 March 2025.

Specifically, I am seeking the following information for each vehicle:

     Make
 
   Model
     Colour
 
   DVLA date of first registration (dd/mm/yyyy)
     MOT date (issue or expiry, if held) (dd/mm/yyyy)
 
   Licence issue date and/or expiry date (dd/mm/yyyy)

If possible, I would be grateful if the information could be provided in CSV or spreadsheet format.

 

A: This information relating to MOTs is not held in a form that would enable it to be located, retrieved and extracted within the Appropriate Time Limit which equates to 18 hours as defined by the Freedom of Information and Data Protection (Appropriate Limits and Fees) Regulations 2004.

Our electronic reporting systems are unable to run a report for this information. The details vary from vehicle to vehicle, some vehicles do not have MOT’s at all and only have compliance test, whilst some will have a compliance test and a MOT, and some older vehicles have a compliance test and 2 MOT’s per vehicle. To ascertain the data requested officers would need to manually check each vehicle file for this information. An initial search has shown that 1142 lines of data would need to be checked for this information, and it is estimated that it would take 5 minutes to check each vehicle.

This would at a conservative estimate take at least 95 hours to complete. Where the Limit is exceeded Public Authorities are not obliged to supply the information requested by virtue of S12 of the Act. Please take this letter as a refusal notice under S17 of the Act.

The Service area have advised that they could provide the vehicles make, model, colour and Licence issue date and/or expiry date (dd/mm/yyyy) within the limit, please let me know if you would like this information.
