A: We consider the information requested in questions 1 – 8 and 11 to be exempt under Section 31 (1) (a) of the Freedom of Information Act 2000, which exempts information if disclosure would, or would be likely, to prejudice the prevention or detection of crime.
This exemption is subject to the public interest test, and accordingly I have weighed up the reasons for and against disclosure as follows:
Reasons for disclosure in the public interest:
-Openness and transparency regarding the security of public buildings and personal information contained within them.
Reasons against disclosure in the public interest:
-Risk to health or safety of persons working within council offices: disclosure of details relating to security systems would increase the risk of criminals using the information to access Offices illegally.
-Risk of false entry or theft occurring: If the Council Offices were targeted for break in, burglary or trespass, there would be an associated cost to the public purse incurred by the council to having to repair any damage, and costs in re-securing the property. If such costs were incurred, to the detriment of other council services, this would not be in the best interests of the residents of Herefordshire.
-Furthermore, Council Offices by their nature are home to much sensitive and personal data, and disclosure of details relating to security systems protecting this data would increase the risk of this data being wrongfully accessed.
-There would also be a reputational risk to the council if Offices were to be breached illegally, because the council has released information which has led to this occurring.
Taking the above into account I find the balance in favour of non-disclosure of the requested information in the public interest. Please take this letter as a refusal notice under S17 of the Act.
12. Support/Maintenance Contracts:
* Do you have a current support/maintenance contract for your access control system? If so, when does this contract expire?

13. Future Plans/Planned Changes:

A: No current plans to change the access system over the next three to five years.
