Residential Children’s Services Framework Providers and Fee Rates

I am writing to request recorded information under the Freedom of Information Act 2000 (as amended and interpreted in line with current ICO guidance, 2024). Please treat this as a formal request for information your authority holds in relation to residential children’s care services.
Specifically, I request the following:
1. Framework providers
A current list of all framework providers commissioned by your authority for the delivery of residential children’s care services, including:
• The names of all providers
• Whether they are currently active and providing services
• The framework(s) or contractual agreements under which they operate
2. Fee rates
The range of weekly fees (gross, not net of deductions) paid to these providers during the current or most recent financial year (please specify the reporting period), including:
• The lowest weekly rate paid
• The highest weekly rate paid
• Any categories or placement types (e.g. complex needs, emergency placement, solo placement) that influence the level of fees
If this information is available in a spreadsheet or table, please provide it in an open, machine-readable format such as CSV or XLSX, consistent with the ICO’s guidance on the re-use of public-sector information.
For clarity, I am not requesting any personal data of individuals; only organisational and financial information relevant to residential-care service provision.
I would remind the authority that under Section 10 of the Act, you are required to respond within 20 working days of receipt. If any exemptions apply, please specify the precise FOIA provision relied upon, the reasoning for its application, and the outcome of any public-interest test undertaken (in line with current case law).
If any part of my request is unclear, please contact me promptly so that I may assist in refining it in accordance with Section 16 (duty to advise and assist).
