Response

1.    The number of ice cream vans currently licensed or with consent to street-trade in your council area

Answer: 2 Ice cream vans

  2.  Any local bans, restrictions, or specific rules that apply to ice cream vans within your council area. This could include permitted operating hours, restricted zones, or other local policies

Answer: For Hereford, no mobile vending (including ice cream vans) may take place in the city centre within a ‘mobiles exclusion zone’. A map showing this zone is attached.

In terms of mobile trading outside that zone (e.g ice cream vans that visit housing estates), the council does not currently require a street trading consent to be successfully obtained, provided that a common sense and responsible approach is adopted, (no nuisance, danger or obstructions are caused, no parking regulations breached) and this further guidance being adhered to:

-       The maximum stop time for any site should be 30 minutes. After which the van must move at least 200 metres from that site.

-       There should be no return to a site within 2 hours.

-       If on private land, permission from the landowner would be expected.

-       No trading from council car parks or public green spaces without specific council permission.

No trading from any street designated as ‘prohibited’ under the council’s street trading regime.
