I am writing to you under the Freedom of Information Act 2000 to request information relating to SEND (Special Educational Needs and Disabilities) transport contracts within Herefordshire Council, specifically those associated with the H2S market. Please provide the following information:

1. The share of the H2S SEND transport market held by each company currently contracted by Herefordshire Council.

2. The total budget allocated across all SEND transport contracts.

3. The total value of contracts currently live, including start and end dates.

4. The names of the companies awarded these contracts. I would prefer the information to be provided in electronic format (via email). If any part of this request is unclear or too broad, I would be grateful if you could contact me to advise how I might refine it. If any of the requested information is exempt from disclosure, please provide the relevant exemption and explain why it applies. Thank you for your assistance. I look forward to your response within the statutory 20 working days.

I am writing to you under the Freedom of Information Act 2000 to request information relating to SEND (Special Educational Needs and Disabilities) transport contracts within Herefordshire Council, specifically those associated with the H2S market.

Please provide the following information:

1. The share of the H2S SEND transport market held by each company currently contracted by Herefordshire Council.

As such we consider this information to be exempt under Section 21 of the Freedom of Information Act 2000 because it is reasonably accessible to you via other means. Please take this letter as a refusal notice under S17 of the Act.

By way of assistance, the Service Area have advised that the relevent contracts can be found by filtering the following options:-

Column C – Directorate: Economy and Environment

Column D – Division: 1. Transport and Access 2. School Transport

Column E – Contract: All options stating SEN Transport and contract numbers containing a ‘P’ or an ‘S’ suffix

2. The total budget allocated across all SEND transport contracts.

A: £7,624,123 for the 2025/26 financial year

3. The total value of contracts currently live, including start and end dates.
