1. Details of the average fee hourly rates agreed with external suppliers of the following services for 2022/2023:
a. Domiciliary care services for specialist care (incorporating mental health, learning disabilities, physical disabilities).
2. Details of the percentage increase in weekly fee rates which were awarded to the previous year's levels.
3. Details of the number of hours provided from April 2022 for specialist care (incorporating mental health, learning disabilities, physical disabilities).
4. Of the hours listed in answer to question 3, please advise a. what percentage was delivered by the independent sector
b. what percentage was delivered by the local authority
5. Total cost from April 2022 of the care hours provided by independent providers specialist care (incorporating mental health, learning disabilities, physical disabilities).
Response
1. Details of the average fee hourly rates agreed with external suppliers of the following services for 2022/2023:
a. Domiciliary care services for specialist care (incorporating mental health, learning disabilities, physical disabilities).
Herefordshire Council do not commission specialist home care services for different user groups, the Council commissions through home care frameworks and the rates are for all groups.
Urban rate - £20.00 per hour which applies to all specialist care services listed
Rural rate - £23.00 per hour which applies to the specialist care services listed
2. Details of the percentage increase in weekly fee rates which were awarded to the previous year's levels.
Urban increase - 6.3%
Rural increase - 6%
3. Details of the number of hours provided from April 2022 for specialist care (incorporating mental health, learning disabilities, physical disabilities).
5409.58 (expected hours per week)
4. Of the hours listed in answer to question 3, please advise a. what percentage was delivered by the independent sector

Herefordshire Council do not provide domiciliary care services. We commission these services to providers.
