We do not have a team called Adults Placement Team. The first point of contact for any service is the Adult Referral Team

Social Workers liaise directly with providers who have been identified by the Brokerage Team* as having capacity to provide a placement. The provision of a placement is arrange by the individuals social worker and is based on an individual's assessed care and support needs.
*Brokerage team co-ordinates and negotiates individual care packages with providers on behalf of adult social care. This includes facilitating hospital discharges by making sure care is arranged to support the person in their own home or that they are placed in the right residential and nursing home at council rates.

Any Software (including Free) would need to go through the Councils Procurement Process and would need to be checked that it was compatible with current Local Authority systems. The decision maker details would depend on which service the software would be used for.
