Temporary traffic lights installed in Ledbury

Request
R.E. Temporary traffic lights installed in Ledbury under the railway bridge.
These traffic lights are causing long tail backs of traffic which obstruct not only entry to station but also access for those living along the connecting roads. There were absolutely no traffic tail backs prior to the recent road works or installation of these traffic lights. I would like to know how much of our money has been spent on this project and why there was no prior consultation.
The county is pitted with dangerous pot holes and I wonder why the money was spent in the tax payers proper interest repairing the decaying county road system?
Response
A: The Service Area have advised that the temporary traffic lights have been removed and the permanent traffic lights were switched on on Friday 15th November 2024.
The council has not incurred any costs to implement the scheme. They have been paid for by Bloor Homes Western as part of a section 278 highway works agreement in relation to planning application P171532/O – Site for a mixed use development including the erection of up to 625new homes(including affordable housing), up to 2.9 hectares of B1 employment land, a canal corridor, public open space (including a linear park),access, drainage and ground modelling works and other associated works. The proposal is for outline planning permission with all matters reserved for future consideration with the exception of access;

In terms of consultation, the planning application followed the due planning application process. It was refused by the council planning committee but allowed by a Government Planning Inspector following a public inquiry into the refused application. The Planning Inspectors decision was called in by the Secretary of State who upheld the decision of the Planning Inspector.
These decisions can be found in the link to the planning application above.
